Legislators Negotiate Consensus for Coastal Territories Law Project
Law Would Not Include Protected Areas Except for Ostional Refuge

Representatives from the Citizen Action (PAC) and Ample Front (FA) parties debated various changes to the Coastal Territories Law, known as Tecocos, to gain a consensus with the legislators from the other factions. 

This Wednesday, August 22, the legislators met with leaders from the National Network of Coastal Territories, which advocates the law, with the purpose of making variations such as leaving out the protected wild areas.  

However, the Ostional National Wildlife Refuge (RNSVO) would be included under a “special regimen” in order to continue sheltering some 300 families who moved into the area after the creation of the refuge.

According to historic sources, in the decade of 1980 Ostional originally was inhabited by 16 families, but currently it is occupied by some 260 families as well as political leaders with summer homes and transnational businesses that have lots for sale, among others.

Ostional was declared a protected zone in 1982 and legally created in 1984. It includes the beaches of Ostional, Nosara, Pelada and Guiones, where the most important turtles on the planet nest—olive ridley, leatherback and green turtles.  

In the Legislative Assembly, legislators from various factions are divided on giving concessions or property rights to the inhabitants of these territories since they are considered public domain property of the Costa Rican state. 

 
   
 

Advisors of the representatives told elpais.cr that they expect to conclude the negotiations with other delegations in the next 15 days, with the purpose of pushing through the law project, which at the moment does not have the majority of votes. 

The Coastal Territories Network was pressuring the Legislative Assembly on Wednesday with nearly a hundred delegates from the communities so the representatives will accelerate the approval of the law project. 

In July, President Laura Chinchilla had promised the Tecocos leaders in the presidential house that the original project would be at the top of the legislative agenda for approval in extraordinary sessions. However in the National Liberation party, the representatives are divided on this law with one week remaining before the conclusion of the period when the Executive controls the agenda.

“The hope of approving the project revolves around getting a consensus by means of the new changes,” said a parliamentary advisor who participated in the negotiations on Wednesday for more than three hours.
