A “Safe Samara” in 30 days
Ministry of Public Security promises security plan for Samara

by Arianna McKinney
After cancelations, reschedules and delays, Director General of the Ministry of Public Security for Costa Rica Juan José Andrade Morales finally made it to Samara, and what he had to say was received with applause.

About 30 community members, along with the mayor of Nicoya, waited patiently at Intercultura on the rainy evening Thursday, November 17th for his arrival. The meeting was scheduled for 6 p.m., but Andrade didn’t make it to Samara until about 7:20 p.m.

After listening to concerns and testimonies of community members, Andrade affirmed that a plan is being developed for a “Safe Samara” and promised that the plan will be ready within 30 days, setting another meeting in Samara for December 14th at 6 p.m. to present the plan.

Andrade explained that the public force is already beginning to work undercover in Samara to combat drug problems through the PRAD program (Regional Police Anti Drugs), a program that collects complaints and analyses local drug traffic and consumption. The public force will be working with other law enforcement organizations to coordinate an inter-institutional operation, including the transit police, immigration and OIJ, and Andrade also promised to inject more resources into the zone, to review private security companies in order to ensure that they are legally registered and to keep the community better informed about what the police are doing.

“I feel that the community has made an important effort to organize,” Andrade told VON. He recognized that more tourists coming to Samara makes the area a greater attraction for delinquents and up until now security resources have been limited.

While waiting for Andrade’s arrival, the community security committee, along with CASATUR president Marco Carmona and Mayor Marcos Jimenez, updated those present on various community concerns and initiatives. People applauded when the mayor announced that an official agreement had been signed that day to provide a municipal vehicle for patrolling Samara and two vehicles for Nicoya canton.

Additionally, certificates were presented to participants in the first commercial security course conducted by the Public Force, and people were reminded that a free community security course is now beginning on Thursdays at 3 p.m. in Intercultura for anyone interested in participating.
